Kashgar Prefecture, 141,600 kilometers in total area, lies between latitude 350 to 408 north and longitude 730 to 797 east in the southern part of Xinjiang. The city of Kashgar, a place of strategic importance in south Xinjiang, has an area of 15 square kilometers with an average elevation of 1289.5 meters. The city is located between latitude 395 to 295 north and longitude 756 to 764 east and lies 1,473 kilometers from the city of Urumqi

Shufu County

Location
located to the southwest of Xinjiang Uyghur Autonomous Region, south Tianshan mountain, the northwest rim of Tarim Basin, it  borders Peyziwat to the east, Ulughchat  to the west, Shule and Akhtu  to the south, Atush city to the north with Karatag mountain, Kumtag mountain, and Kashgar city in between. It is one of the most important counties in northwest frontier and hub open to  southwest China.

Origin

Shufu was under the charge of Shule state. In the west Han Dynasty, Western Regions Frontier Command was established; in Tang Dynasty, it was one of the nominated "Four Towns in Anxi".
In September 1952 Kashgar city was built on the site of Shufu town. On the autumn of 1955, Shufu town was moved to Tuoktuok town.

Administrative Division

It has over 12 village, 6 farms, and 5 communities.

Population and Territory

By the end of 2003, in its total area of 4,040.8 square kilometers the population totaled 365,800, among which the  non-agriculture population was 30,600, taking 8.37 percent of the total. There are 13 ethnic groups such as Uyghur, Tajik, Han, etc. The population of Uyghur is 357,700, taking 97.8% of the total population; Han 7300, 2%; other ethnic minorities 791, 0.2%.


Natural Characteristics
Located on the upper reaches of the Kezil river and Gaiz river, the east part of the county is river plain and outfall fan, north , west and east of the county are mountains. Mountain and plain takes 54% and 46% of the total area. The average elevation is 1300 meters. The climate belongs to the warm desert temperate zone, the annual mean temperature of the air is 11.2℃, the annual precipitation amount is 72mm, and the frost-free period is 220 days.

Natural Resources

The county abounds in wheat, rice, corn, maize, melons, fruits, vegetable, cow, sheep, chicken, pigeon  etc.. It is one of important grain, cotton, fruit, vegetables produce bases, and has been long known as "Home of Melons and Fruits" and "Pearl of the Oasis".
Mineral resources is abundant, the already detected amount of gypsum is 24,000,000 tons, salt 6,000,000 tons, gold more than 1.5 tons the water 112,000 kilowatts.

Comprehensive Economic Conditions
GDP amounted to 801,420,000 Yuan RMB in 2003, among them: primary industry 491,300,000 Yuan RMB, secondary industry 105,910,000 Yuan RMB, tertiary industry 204,210,000  Yuan RMB . the net income of farmer amounted to 1,468 Yuan RMB.

Industry
There are 721 industrial enterprises, the basic industrial system dominated by electric power, building materials, salt, and fruits have been set up, among which 3 enterprises with annual production value of more than 5,000,000 Yuan RMB.

Agriculture
By the end of 2003, the county had 583,000 mou arable area, 1.52 mu per capita, the total grain output attainsed 192,000 tons; cotton 210,000 dan ,clover 97,000 mou.

The domestic animal on-hand was 952,000, commodity livestock amounts to 542,000, producing 24,000 tons of meat; There are 417,200 mou forest, among them:

apricot 239,200 mou, pomeragrate 51,400 mou, grape 32,700 mu, sea backthern 30000 mou, other fruits 63,900 mou, the yielding economic fruit trees amount to 179,899 mu.

Export of labor services amounted to 21,000 persons and created an income of 28,170,000 Yuan RMB.

Finance and Tax Income

The county completed public finance income of 34,800,000 Yuan RMB in 2003, local tax revenue 18,450,000 Yuan RMB,  national tax revenue 9,330,000 Yuan RMB.

By the end of 2003, the extra deposit of the rural and urban residents amounted to 191,010,000 Yuan RMB.

Business and Investment
There are 2,804 business networks with a staff of 2,991 and completed the total volume of retail sales of social consumer goods 22,190,000 Yuan RMB. The overall fixed assets on investment was 390,000,000 Yuan RMB, and 15 business items were introduced  with a total capital of 250,000,000 Yuan RMB.

Non-stateowned Enterprises
By the end of 2003, there were 4,251 registered non-stateowned enterprises with registered capital of 77,810,000 Yuan RMB, completed the overall production value of 92,080,000 Yuan RMB and created a tax revenue of 8,230,000 Yuan RMB, taking 2.87% of the GDP.

Transportation and Communication
Traffic is easy and quick, national highway 314 runs through the county, The county is only 160 kilometers and 420 kilometers from the Torgat Pass and Honjirap Pass. Rail station and airport are within the county. The mileage of public road reached 400 kilometers. There are 15,000 SPC telephone customers, all of which can enjoy optical fiber communication; the mobile telephone customer attained 3,200, every hundred persons has 5 telephones.

Urban and Rural Construction
City construction is ever increasing. The Housing Project is boldly implemented, and the newly built city area is 39,291 square meters 3000 households have been  restructured for earthquake proofing. The living conditions of rural and urban citizens has been greatly improved, average urban citizen has a housing area of 18 square meters and average urban citizen has a housing area of 15.1 square meters.


Water Conservancy and Electric Power
Water resources is abundant, Kezil  river, Gez river and Tuman river run through the county.There are 3 reservoirs, more than 10 small size and medium-sized hydropower stations with annual generated electricity of more than 30,000,000 kwh.

There are 12,717 kilometers canals, among them 847 kilometers are stub cutoff canals and 207 are motor-pumped wells. 7000 mou arable land has received water-saving irrigation.

Power lines spread densely and can generally live up to the demand of living and production.

Culture and Education
There are cultural organizations, such as library and house of culture, one art troupe with 32 actors,  one television station, one broadcasting station. A dozen of works have been published and awarded in national, provincial and regional level. There are 204 schools with 88,633 students in school.The rate of school age children's entry into primary school amounted to 99.7%, the consolidation rate is 99%;
The enrollment rate of high school student is 98.3%, the consolidation rate is 98%. 367 students entered college in 2003, the admission rate amounted to 44.76%. In 1996, the county passed provincial check and examination of the illiteracy elimination campaign.In 1999, the county passed national check and examination of the illiteracy elimination campaign.

Technology and Hygiene

There are 6,361 technicians of all levels, 64 and 925 have got advanced and middle-level certificate respectively. There are 19 medical institutions with 626 medical workers and 463 hospital beds, every 10 thousand people have 13 hospital beds and 5 doctors. Scientific projects such as water-saving irrigation, animal embryo transplantation, intelligientize greenhouse culture of  seedling, breeding of rare tree Ayuehunzi have been implemented.

Environmental Protection and Green Belt
Great improvements have been made in green belt construction. Air pollution, water pollution control and drainage have live up to the national standards. 15,000 mou wasteland and bare mountain are coated in green. It was granted "Advanced County in terms of Green Belt" in 2003.


Feature Industry
Apricot, pomegranate, grape, pistachio, cherry can boast their high-quality, large scale, wonderful flavor and thus enjoy a good reputation home and abroad.

Uyghur exquisite four-corner floral hat and delicate musical instruments, with use-value and collecting value , have been sold to Hong Kong, Macau, Southeast Asia and Middle east.

Natural Landscape and Human Landscape
Located on the main route of the Ancient Silk Road, tour resources is abundant with numerous famous historic relics and unique folk customs.

There are 85 scenic spots such as Mortom tower of the 10th century, Muhammad·Kashgari(famous Uyghur linguist and expert in the 11th century) tomb, the ruins of Hanwuyi Ancient City, Three Immortals Cave etc.

Opal Spring with 40 fountains, Great Orchard of Boshikran Village, scenery of Pahataikli paddyfield leaves tourists from home and abroad a lingering and most memorable taste.The initial sub-tour structure integrating  historic monument, folk customs, ecosystem and entertainment has been formed.
