Yengisar County

Population and Territory
By the end of 2003, in its territory of 4,014 square kilometers the total population is 228,000 , among them 223,000 are ethnic minorities, taking 97.7%.

Natural Characteristics
The county is on the rim of Tarim Basin, connected with Pamirs, the geography is dominated by desert, plains and sloping field.The southwest of the geography is high while the northeast is low.The average elevation of the southwest mountainous area is 1,750 meters, is the tallest district in the county, major mountains are Mount Kaladashtag, and Mount Boztag.

The middle region is crisscrossed by rivers and canals, the major ones are river Yigzya, river Kusan, Shengli canal, Qingnian Canal and Yingairik canal. There are large batchs of kaline soil in the east region and crescent moon-shaped sand dune in the  northeast desert.
The climate belonged to dry continental temperate zone and it is characterized by dry and little rain, difference in temperature of weather is great, the sunshine is strong, the annual precipitation is 70mm, the annual mean temperature of the air is 11.5 ℃s, the mean temperature of the air in January is－7℃, the mean temperature of the air in July is 25℃.

Natural Resources
Agricultural product is abundant, the major one is Semait apricot-"jade of glacier". The county is known as "County of Semait apricot", "County of Knives" and "County of Dawaz".
Mineral resources are petroleum, coal, limestone, gypsum stone, crystal stone, copper, lead, iron, etc.

People's Living Standards
In 2003, GDP was 543,200,000 Yuan RMB, among them the primary industry was 329,290,000 Yuan RMB, the secondary industry was 65,530,000 Yuan RMB, and the tertiary industry attained 148,380,000 Yuan RMB.The disposable income of urban citizen is 4,000 Yuan RMB, the net income of farmers is 1,090 Yuan RMB, an increase of 149 Yuan RMB over the previous year.

Industry
There are industries such as electric power, coal mining, cement, fruit deep-processing, wood industry, plank material processing , the agriculture machinery production, the subsidiary foodstuff processing and the handicraft. Yengisar knives are sold far and wide.
In 2003, townships and regions above completed industry production value of 49,320,000 Yuan RMB.

Agriculture
The county has 300,000 mou of arable land, the planting area of the grain is 290,000 mou,
the economic crop is 86,500 mu. It is the merchandise grain base and quality cotton base of Xinjiang Province.

There are high-quality Semait apricot 300,000 mou, almond 30000 mou, national-famous apricot and almond  bases have been established here.The total industry value of agriculture, forestry, animal husbandry, and fishery is 475,820,000 Yuan RMB.

Finance and Tax Income
The whole county completed the public finance income of 12,920,000 Yuan RMB, local tax revenue 6,750,000 Yuan RMB  , national tax revenue 4,860,000 Yuan RMB. Financing institutions are ready and complete to deal with come-and-go business from home and abroad.By the end of 2003, the extra deposits of the rural and urban residents amounted to 203,660,000 Yuan RMB.

Fixed Assets on Investment
In 203, the county completed the fixed assets investment of 104,380,000 Yuan RMB (exclude investment below 500,000 Yuan RMB), 44% up compared with that in the previous year.

Among them funding within the national budget is 46,260,000 Yuan RMB, domestic loan 7,880,000 Yuan RMB, funding raised by individual is 34,370,000 Yuan RMB, funding from the other sources is 15,870,000 Yuan RMB.

Business and Trade
There are 1,804 private business owners with 2,317 employees, proceeds of business is 45,910,000 Yuan RMB.The whole volume of retail social consumer goods amounted to 78,200,000 Yuan RMB, the volume of wholesale and retail amounted to 131,650,000 Yuan RMB.

Non-stateowned Enterprises
By the end of 2003, there were 2,628 registered non-stateowned enterprises with registered capital of 14,360,000 Yuan RMB  and created a tax revenue of 26,806,000 Yuan RMB.

Transportation and Communication
With the highway transport as the core, traffic is easy and quick,

National highway 315 run through the county, connecting Shule County, Kashgar city, Yarkent county, and Hotan, provincial road 214 reached  The annual goods turnover is 4,930,000 tons /kilometer, passengers turnover is 19,862,000 people/ kilometer.
The post and tele communication industry continues to grow, the annual post and tele business  amounted to 17,100,000 Yuan RMB, the county has 7418 fixed telephone customers, 252 international network customers, and 13,451 mobile phone customers.

Rural and Urban Construction
The city construction speeds up continuously. The city area provides a whole set of drainage and warming system, the green belt was 11% , the road and building area is 10.2%.
The rural and urban residents' living standard has been greatly improved.
newly built area was 22,869 square meters, among which 17,200 square meters have been completed and completed an income of 9,200,000 Yuan RMB.

Water Conservancy and Electric Power
The county is lack in water resources. There are 5 small-scaled water power stations and 1 hydropower station with a generated energy of 26,500,000 kilowatt-hours.

Culture and Education

Cultural center and facilities are well-founded and there are TV and radio in every village, broadcasting population amounts to 98%, the television population to 95%.

There are 89 schools with 58,639 students, the pupil's enrollment rate is 98.9%, the high school students' enrollment rate is 97%.

The whole county has 16 medical institutions with 462 hospital beds and 334 medical workers.

Introduce Businessmen and Invite Capital The Zhejiang cement plant, Kangsai amusement park, Yinglu lumbering mill brought in recently have put into production. Yengisar Fruits Co. Ltd. of Xinjiang Tunhe Investment Co., LTD. has been set up and put into use in early June.
Captainship Fruits and Vegetable Co. LTD. with a overall investment of 260,000,000 Yuan RMB are being built and is expected to put into production in July.
