Statistical Bulletin of National Economy and Social Development of Kashgar Prefecture in 2003

Statistical Bureau of Kashgar Prefecture

1. Overall Situation

National economy speeded up and the major quotas were over fulfilled. The total production value of 10.51 billion Yuan was completed (exclude that of XJPCC and petroleum sector), an increase of 12.13%, i.e. 1.27 billion Yuan over the last year. The primary industry kept a steady increase, the second industry and the tertiary industry grew quickly, the increase speed of which were faster than that of GDP.

The value-added of the primary industry was 5.01 billion Yuan, an increase of 300 million Yuan over the last year, grew by 6.4%, the increase speed decreased by 1.6%; the value-added of the second industry was 1.85 billion Yuan, an increase of 420 million Yuan over the last year, grew by 20%, the increase speed grew by 20%; the value-added of the tertiary industry was 3.65 billion Yuan, an increase of 549 million Yuan over the last year, grew by 17%, the increase speed grew by 1.8%.

The purchasing power of the urban resident grew by 1.2 percent. By classified consumer price index, food grew by 4.4%, housing 3.5%, clothing dropped by 1.2%, household appliances and service dropped by 1.6%, entertainment, education and culture products and services dropped by 1%, and medical products and services dropped by 3.8%. By food price, edible oil grew by 28.2%, vegetables grew by 45.4%, grain dropped by 3.9%, meat and poultry dropped by 1.9%, egg products dropped by 0.5%, aquatic product dropped by 11.6%.

By the end of the year, there were 154,200 workers on-service, dropped by 0.67% over the last year, among which the state-owned unit had 115,100 workers, a decrease of 2.28% over the last year; the collective unit had 12,400 workers, dropped by 22.99%, other unit had 26,700 people, increased by 25.07%. According to statistics of the labor authority, 34,000 people were reemployed and 3,479 teachers were recruited; 2,109 people were laid off from state-owned enterprises, the number of registered unemployed workers totaled 10,300, the unemployment rate was 3.86%.

2. Agriculture

Agriculture kept growing steadily and agricultural structure adjustment made new progress. The total output value of farming, forestry, herding and fishery was 8.792 billion Yuan, grew by 12.92% over the last year. The planting area of grain was 4.6065 million mou, dropped by1.41%; the planting area of cotton was 236, 60,000 mou, an increase of 10.71%; the planting area of edible oil material was 32,400 mou, reduced by 44.62%; the planting area of vegetables was 300,000 mou, increased by 18.34%; the planting area of melon was 310,000 mou, dropped by 30.68%; fruit trees 2.11 million mou; green houses 50,000; alfalfa 638,700 mou, grew by 87%;

Planting trees 614,700 mou, among which 32,000 mou were returned from farm land. The total grain yield was 1.5829 million tons, dropped by 10.18%; the output of cotton was 225,000 tons, grew by 5.24%; the output of edible oil was 13,000, dropped by 14; the output of vegetable was 10,000 tons, grew by 25.43%; the output of fruit was 398,000 tons, grew by 11.1%; the output of melon was 570,000 tons, reduced by 29.44%.

By the end of 2003, the amount of livestock on hand was 7.093 million, grew by 2.8% over the last year; the number of animals for sale was 4.6134 million; meat output 185,000 tons, grew by 13.9% over the last year; milk product was 113,600 tons, dropped by 1.9%, egg products was 30,000 tons, dropped by 0.5%; silage fodder was 4,000,000 tons, increased by 29.44%.

154,200 spare rural labor hands were exported and earned 140,000,000 Yuan. The mechanical force of farm machinery was 861,100 kilowatts, grew by 5.36% over the last year, among which the irrigation and drainage mechanical power was 50,600 kilowatts, reduced by 5.95%; there were 6,778 large and middle scale tractors, grew by 12.22%; 39,400 small tractors, grew by 9.5%; the amount of fertilizer used was 118,900 tons, almost the same over the last year; the amount of electricity consumed was 96.2994 million kilowatt-hours; and the effective irrigated area was 5.77 million mou.

3. Industry and Building Industry

Industrial production kept a steady growth. The value-added of township and above-township enterprises was 414 million Yuan, grew by 7.3%, among which value-added of above-scale enterprises was 321 million Yuan, grew by 13.9%, light industry 120 million Yuan, grew by 11.7%, heavy industry 201 million Yuan, grew by 16%.

The output of raw coal was 110,500 tons, dropped by 35.08%; electricity generated was 970 million kilowatt-hours, grew by 6.36%; cement 709,600 tons, grew by 61.09%; wine 10,700 tons, grew by 6.7 times; gauze 17,100 tons, grew by 20.42%; cotton fabric 15,313,400 meters, grew by 11.46%.

The sales rate of industrial products was 93.2%, dropped by 5.3 percent; the sales rate of light industrial product was 88.1%, dropped by 8.1 percent; the heavy industrial product was 96.5%, dropped by 3.7 percent.

The building industry kept growing fast. There were 32 level-4 and above construction enterprises, realized value-added of 291 million Yuan, grew by 33.48% over the last year. The under-construction area was 2.0632 million square meters, grew by 19.1%; the completed floor area was 1.0182 million square meters, the same over of that in the previous year.

4. Investment in Fixed Assets

Investment in Fixed Assets kept growing fast. The total social fixed assets investment completed was 4.408 billion Yuan, grew by 45.19% over the last year. By investors, capital invested by the local government was 3.974 billion Yuan, grew by 34.94%; by the central government was 434 million Yuan, grew by 3.77 times.

By types of investment: investment in infrastructure 3.154 billion Yuan, grew by 45.21%; investment in renewal and reconstruction 254 million Yuan, grew by 70.47%; investment in real estate 415 million Yuan, grew by 56.6%; other investment 585 million Yuan, grew by 30.3%. The primary industry completed investment 133 million Yuan, grew by 1.66 times; the secondary industry 893 million Yuan, grew by 17.81%; the tertiary industry invested 3.382 billion Yuan, grew by 51.8%.

There were 359 projects implemented, an increase of 87 over the last year; among which 296 were new projects, an increase of 105. 530 million Yuan was used for earthquake relief and reconstruction. 35,644 households’ private residences, 256 schools, 4 township commission and 170 village commissions, 40 village clinics and 7 geracomiums were completed in 8 months.

5. Domestic Trade, Private-owned and Individual Businesses

The sales volume of domestic trade, private-owned and individual businesses grew quickly. The total volume of retail sales of social customer goods amounted to 2.229 billion Yuan, an increase of 12.88% over the previous year. Divided by regions, the turnover of urban retail was 1.793 billion Yuan, grew by 10.9%; the turnover of rural retail was 436 million Yuan, grew by 21.81%; by industrial sectors, dining industry 244 million Yuan, grew by 32.15%; wholesale and retail industry 1.595 billion Yuan, grew by 14.84%; other sectors 88.854 million Yuan, grew by 34.72%.

Private-owned and individual enterprises kept growing fast. There were 52,900 individual businesses, grew by 5.6% over the previous year, with 76,600 people on-the-service, increased by 10.6% over the last year, with a registered capital of 407 million Yuan, increased by 6.7% over the previous year and created a primary income of 953 million Yuan, grew by 32.9% over the previous year; 862 private enterprises, increased by 79.6% over the previous year which attracted 2,657 investors, increased by 34.8% over the previous year and employed 12,800 people, increased by 36.7% over the previous year;

With a registered capital of 866 million Yuan, grew by 82% over the previous year and created a primary income of 215 million Yuan, grew by 1.84 times over the previous year. Both the sectors created tax revenue of 200 million Yuan, grew by 14.39% over the previous year.

6. Businessmen Inviting and Capital Drawing

The trade volume of foreign trade and export was notable. The total volume of import and export was 26.71 million US dollars, grew by 77.82% over the previous year, among which export was 21.73 million US dollars, grew by 4 times, import 4.98 million US dollars, dropped by 53.28%.

In 2003, 110 capital-inviting contracts of 2.557 billion Yuan were signed in Urumqi Trade Fair among which 610 million Yuan had been put into practice. 63 contracts of 564 million Yuan were signed after the Urumqi Trade Fair, among which 324 million Yuan had been used. And also 34 potential capital cooperative agreements were signed with a potential capital of 737

7. Transportation, Post, Telecommunications and Tourism

By the end of 2003, freight transportation volume of the railroad was 865,000 tons, grew by 10.9%, passenger transportation 806,400 man/times, grew by 12%; passenger transportation of the airplanes was 216,900 people, grew by 31.69%, freight transportation volume of the airplane was 1,902 tons, grew by 3.6 times; freight transportation volume of highway amounted to 6.73 million tons, the volume of freight turnover totaled l.85 hundred million tons/ kilometer, passenger transportation attained 9.88 million man/times, the volume of passenger turnover was 948 million passenger/kilometer.

The posts and telecommunications communication kept increasing. 335 million Yuan was completed, increased by 8.06% over the previous year. By the end of the year, there were 238,200 fixed-line telephone holders, increased by 10.58%, mobile phone user 256,200, grew by 53.14%.

1.0247 million domestic and foreign tourists were received, among which domestic tourists were 994,700,which created an income of 102 million Yuan.

8. Finance, Insurance Industry and Negotiable Securities

Local Finance income of the year was 524 million Yuan, grew by 12.71% over the previous year, expenditure 2.837 billion Yuan, grew by 21.11% over the previous year.

By the end of the year the extra deposit was 16.692 billion Yuan, an increase of 3.273 billion Yuan over the beginning of the year, among which the extra deposit of enterprises was 3.515 billion Yuan, an increase of 566 million Yuan; the extra deposit of rural and urban residents was 10.116 billion Yuan, an increase of 1.8 billion Yuan. The extra sum of loan was 7.797 billion Yuan, an increase of 1.196 billion Yuan over the beginning of the year, among which short-term loan accounted for 382 million Yuan, middle and long-term loan accounted for 776 million Yuan.

From September 2003 to the end of the year, each specialized bank sold out 6 open style funds with a sales amount of 41.82 million Yuan. The premium received amounted to 320 million Yuan, grew by 20.98% over the previous year, among which property insurance accounted for 140 million Yuan, grew by 15.29%; life insurance accounted for 180 million Yuan, grew by 25.81%.over the previous year.

Negotiable securities industry kept growing steadily. By the end of the year there were 3,838 people opened their accounts, 7,287 negotiable securities holders, the turnover amount of the year was 383 million Yuan, and market value of negotiable securities was 84.3163 million Yuan.

9. Education, Science and Technology

 There are 2 institutions of higher learning with 9,177 students, 6,223 are minority students; 17 secondary technical schools with 7,001 students, reduced by 31%; 2,7600 technical middle school students, reduced by 13.09%.

37 high school with 25,800 students, increased by 19.59%; the number of ordinary junior middle school students was 236,000, increased by 13.07%; pupil 528,800, reduced by 4.72%. The admission rate of school-age children was 98.7%, the admission rate of junior middle school was 90.5%, 17.5% junior high school students entered senior high school.

10.  Culture, Health and Sports Activities

 Kashgar had 13 art troupes, 13 houses of culture 13, 8 public libraries, 1 museum and 132 broadcast transmitting station and relay station, 111TV transmitting station and relay station. The coverage rate of TV and radio were 94.1% and 95.4% respectively. There were1, 079 health institutions with 8225 hospital beds and 9927 medical workers, among which 215 were hospitals and clinics with 7,847 hospital beds, 12 were health centers for women and children.

In the tenth Sports Meeting of Xinjiang Autonomous Region, 309 athletes from this region took part in 12 items of track and field. They got 67.5 gold medals, 24 silver medals and 41 bronze medals, making Kashgar ranked second in the medal list. At this sports meeting, two athletes attained national athlete’s standards, and 8 athletes broke 11 autonomous regional records for 12 times.

11. Environmental Protection

 According to the statistics of environmental protection authority, the discharge amount of sulphur dioxide was 4637.01 tons, an increase of 44% over the previous year; mist and dust 3872.09 tons, dropped by 33% over the previous year; industrial dust 10505.59 tons, grew by 5% over the previous year; industrial solid waste 61,410 tons; chemical oxygen from waste water 1,788 tons, increased by 14% over the previous year.

Days with air quality reached level Ⅰ and Ⅱ accounts for 14.21%, an increase of 2.5 percent over the previous year, level Ⅲ accounted for 30.05%, dropped by 12.3 percent,

There was one natural reserve, namely Tashkurghan Wildlife Natural Reserve with a total area of 1.5 million hectares, one model ecological area, i.e. Bachu National Diversiform-leaved Poplar Forest with a total area of 137,000 mou; one mist and dust control area with an area of 23.32 square kilometers, grew by 1.05% over the previous year, one noise control area with an area of 23.32 square kilometers, grew by 1.15% over the previous year.

12.  Population

The population of the prefecture was 3.5012 million by the end of the year, an increase of 13,600 over the previous year. Judged by regions, the urban population is 819,500, grew by 16.11%; by sex, male 1.7825 million, accounted for 50.91%; female 1.7187 million, accounted for 49.09%. The birth rate was 16.32 ‰, the mortality rate was 5.89 ‰, the natural growth rate was 10.43 ‰.

13. People’s Living Standards and Social Security

 According to the estimation of sample survey, the disposable income of average urban resident was 6,480 Yuan, grew by 8% over the previous year; the per capita net income of farmers and herdsmen was 1,482 Yuan, an increase of 189 Yuan, grew by 14.6%. The per capita income of employees on-job was 12,607 Yuan, grew by 3.37%.

There were 100,400 people went in for unemployment insurance, grew by 3.46% over the previous year; 44,600 workers went in for endowment insurance, grew by 8.39%; 43,600 retirement workers went in for endowment insurance, grew by 101.85%; 165,700 workers went in for basic medical insurance, grew by 11.96%.

138,000 urban residents received the lowest subsistence fee, 2217 people received various sorts of aids from the central government.

There were105 welfare institutions with 3,242 hospital beds, adopted 2,726 people. Welfare lottery ticket of 23.5 million Yuan was sold out and welfare fund of 2.2 million Yuan was collected.
