1. Overall Situation
Economy kept growing fast. GDP amounted to
11.956 billion Yuan, grew by 12.7% over the
previous year (it can be calculated according to
related price, hereinafter are the same), and among which the value-added of primary industry
was 5.396 billion Yuan, grew by 6.54% over the
previous year, the increase speed rose by 0.14
percent; the value-added of the second industry
was 2.21 billion Yuan, grew by 22.4% over the
previous year, the increase speed rose by 2.4
percent; the value-added of the tertiary
industry was 4.35 billion Yuan, grew by 16.47%
over the previous year, the increase speed
dropped by 0.53 percent. The structure of the
three industries was adjusted from 48: 17: 35 to
45: 19: 36. The per capita income was 3,497
Yuan, an increase of 308 Yuan over the previous
year.
By the end of the year there were 156,600
workers, among which workers of state-owned unit
were 116,400, collective unit 11,000, other
workers 29,200. 34,000 people were reemployed,
with an increase of 4,000 persons over the
original plan. 250,000 laborers were exported,
created an income of 210 million Yuan, the urban
registered unemployment rate was 3.86%.
The price of customer goods kept increasing
steadily. The purchasing power of Kashgar urban
residents was 0.9% higher over the previous year
(see Table 1). The price of food went up a lot,
while the price of household appliances and the
service, medical products and daily goods,
transportation and telecommunication went down.

2. Agriculture
The total output value of farming, forestry,
herding and fishery was 9.528 billion Yuan, an
increase of 8.37% over the previous year. The
planting area of grain was 4.3011 million mou;
cotton 2.5782 million mou, grew by 8.97% over
the previous year; oil material 30,400 mou,
dropped by 6.17% over the previous year;
vegetable 252,300 mou.
The total output of grain was 1.658 million
tons, grew by 4.74% over the previous year;
cotton 250,000 tons, grew by 11.11% over the
previous year; edible oil material 11,200 tons,
dropped by19.42% over the previous year;
vegetable 650,900 tons, grew by 6.7% over the
previous year.
Fruit output amounted to 522,500 tons, grew by
31.28% over the previous year. The newly planted
area of trees was 482,000 mou, the accumulated
area of economic forest attained 2.537 million
mou, green houses amounted to 54,000 with a
total area of 58,000 mou.
By the end of 2004, the amount of livestock on
hand was 7.3085 million, grew by 3.04% over the
previous year; the number of animals for sale
was 5.24 million, grew by 13.51% over the
previous yeas; output of meat 210,000 tons, grow
by 13.51% over the previous year; milk product
was 117,100 tons, grew by 3.1%; wool 10,800
tons, grew by 7.88%; egg products was 34,900
tons, grew by 16.33%; aquatic product 5,182
tons, grew by 10.4% over the previous year.
The mechanical force of farm machinery was
994,200 kilowatts, grew by 15.46% over the
previous year. There were 10,842 large and
middle scale tractors; 47,200 small tractors,
grew by 19.8%; the amount of fertilizer used
was133,500 tons, an increase of 12.28%; the
amount of electricity consumed was 113.93
million kilowatt-hours, an increase of 18.31%;
and the effective irrigated area was 5.9361
million mu.
3. Industry and Building Industry
Industrial production kept a steady growth. The
value-added was 780 million Yuan, grew by 31.15%
over the previous year, among which value-added
of above-scale industries was 450 million Yuan,
accounting for 57.7%. The sales rate of
industrial products was 93.9%, rose by 0.7
percent over the previous year.
The value-added of building industry dropped a
little. Level-4 and above construction
enterprises realized value-added of 285 million
Yuan, dropped by 1.93%
over the previous year. The under-construction
was 1.8881 million square meters, dropped by
8.49%; the completed floor area was 0.8536
million square meters, dropped by 16.17%.

4. Investment in Fixed Assets
Investment in Fixed Assets kept growing fast.
The total social fixed assets investment
completed was 5.214 billion Yuan, grew by 18.28
%over the previous year, among which
construction investment 3.914 billion Yuan, an
increase of 24.1%; investment in renewal and
reconstruction 0.262 billion Yuan, dropped by
36.87%; other investment 0.776 billion Yuan, an
increase of 32.65%; by investors, capital
invested by the local government was 4.704
billion Yuan, an increase of 18.37%; by the
central government 510 million Yuan, grew by
17.51%.
Investment on the primary industry was 127
million Yuan, dropped by 4.51% over the previous
year; second industry 1.105 billion Yuan, grew
by 23.74% over the previous year; tertiary
industry 3.982 billion Yuan, grew by 17.74%.
over the previous year.
69,675 earthquake relief buildings were
completed, among which 68,518 households were in
rural area, taking 78% of the original plan;
1,157 households were in urban area.
5. Domestic Trade, Private-owned and Individual
Businesses
The sales volume of domestic trade,
private-owned and individual businesses grew
quickly. The total volume of retail sales of
social customer goods amounted to 2.633 billion
Yuan, an increase of 17.62% over the previous
year. By regions, the urban retail turnover was
2.109 billion Yuan, an increase of 17.62%; the
rural turnover 524 million Yuan, grew by 20.18%.
Judged by industrial sectors, dining industry
296 million Yuan, grew by 21.31%; wholesale and
retail industry 1.92 billion Yuan, grew by
20.37%; other sectors 85.81 million Yuan,
dropped by 3.42%.
Private-owned and individual enterprises kept
growing fast. There are 55,400 individual
businesses, grew by 4.72% over the previous
year, with 79,900 people on-the-service,
increased by 4.3% over the last year, with a
registered capital of 447 million Yuan,
increased by 9.86% over the previous year; 1303
private enterprises, increased by 51.16% over
the previous year created tax revenue of 0.47
billion Yuan, taking 48% of the total financial
income.
6. Businessmen Inviting and Capital Drawing
The trade volume of foreign trade and export was
notable. The total volume of import and export
was 38 million US dollars, grew by 42% over the
previous year, among which export was35 million
US dollars, grew by 61%. Four foreign trade
companies were established.
In 2003, 222 capital-inviting contracts of 4.403
billion Yuan were signed among which 207
projects with 3.597 billion Yuan had been put
into practice, among which industry and
processing manufacture accounted for 50%, trade
and tourism accounted for 41%, 1.7 billion Yuan
had been put into practice, accounted for 1/3 of
the social fixed asset investment.
7.Transportation, Post, Telecommunications and
Tourism
By the end of 2003, freight transportation
volume of the railroad was 1.3915 million tons,
passenger transportation 889,300 man/times;
passenger transportation of the airplanes was
313,100 people, freight transportation volume of
the airplane was 566.4 tons; freight
transportation volume of highway amounted to
7.69 million tons, an increase of 14.26%,
passenger transportation amounted to 19.1
million people, an increase of 93.32%.
The posts and telecommunications communication
kept increasing. 510 million Yuan was completed.
By the end of the year, there were 252,700
fixed-line telephone holders, 365,000 mobile
phone users. Tourism grew fast, 1.32 million
tourists were received which created an income
of 264 million Yuan, grew by 28% and 158.8%
respectively, among which 40,000 were foreign
tourists created an income of 1.88 million US
dollars.
8. Finance, Insurance Industry and Negotiable
Securities
Local Finance income of the year was 987 million
Yuan, grew by 22.61% over the previous year
among which common budgetary revenues was 647
million Yuan, grew by 23.47%, expenditure was
3.012 billion Yuan, grew by 6.1%over the
previous year.
By the end of the year the extra deposit was
17.898 billion Yuan, among which the extra
deposit of enterprises was 3.714 billion Yuan;
the extra deposit of rural and urban residents
was 10.898 billion Yuan, an increase of 0.782
billion Yuan. The extra loan was 9.245 billion
Yuan, an increase of 1.516 billion Yuan over the
beginning of the year, among which short-term
loan accounted for 1.278 billion Yuan, middle
and long-term loan accounted for 293 million
Yuan.
The insurance premium received was 378 million
Yuan, grew by 18.14% over the previous year;
life insurance premium 213 million Yuan, grew by
18.5%; property premium 165 million Yuan, grew
by 17.67%. Indemnity amounted to 95.4439 million
Yuan, among which life insurance accounted for
19.092 million Yuan, property compensation
76.3519 million Yuan.
9. Education, Science and Technology
There are 2 institutions of higher learning
with 11,500 students, grew by 25.3% over the
previous year, among which 3012 were newly
admitted, an increase of 14.39%. 5249 secondary
technical schools students, reduced by 25.02%;
41,800 technical middle school students,
increased by 51.45%.
40 high school with 29,200 students, increased
by 13.18%; 242,600 ordinary junior middle school
students, increased by 2.8%; 496,400 pupil,
reduced by 6.14%. The admission rate of
school-age children was 97.5%, the admission
rate of junior middle school was 98.8%, 17.6%
junior high school students entered senior high
school.
10. Culture, Health and Sports Activities
Kashgar had 13 art troupes, 13 houses of culture
13, 8 public libraries, 1 museum and 13 2
broadcast transmitting stations and relay
stations, 111TV transmitting stations and relay
stations. The coverage rate of TV and radio are
94.1% and 95.4% respectively. There are1,089
health institutions with 8,811 hospital beds and
9,698 medical workers, among which 218 are
hospitals and clinics with 8,584 hospital beds,
12 are health centers for women and children.
11. Environmental Protection
According to the statistics of environmental
protection authority, the discharge amount of
sulphur dioxide was 4,588.99 tons; mist and dust
573.62 tons, There was one natural reserve with
a total area of 1.5 million hectares, taking 9%
of the total area, one model ecological area
with an area of 107,000 hectares.
12. Population
The population of the prefecture is 3.6154
million by the end of the year, an increase of
114,200 over the previous year, among which the
urban population is 834,200 people, increased by
1.79%, urbanization rate is 23.07%. By sex, male
1.8433 million, accounts for 50.98%; female
1.7721 million, accounts for 49.02%. Birth rate
is 26.79 ‰, mortality rate is 6.92 ‰, and
natural growth rate is 19.86 ‰.
13. People’s Living Standards and Social
Security
According to the estimation of sample survey,
the disposable income of average urban resident
was 6,872 Yuan, grew by 6% over the previous
year; the per capita net income of farmers and
herdsmen was 1,634 Yuan, an increase of 152
Yuan, grew by 10.26%. The per capita income of
employees on-job was 14,076 Yuan, grew by
11.65%.
The social security system developed further.
48,500 workers bought endowment insurance; the
coverage rate of urban medical insurance was
92%. The Cooperative Rural Medical Care System
was put into practice in Mekit County, 89,000
people were insured, the coverage rate amounted
to 75%.
According to the statistics of civil department,
there were 62 community service centers. 137,000
people received 113 million Yuan of lowest
subsistence fee. Welfare lottery ticket of 32
million Yuan was sold out and welfare fund of
117,000 Yuan was collected.

total volume of farming, forestry, herding, and
fishery can be calculated according to current
market price, growth rate according to relevant
rate.
2. The above-scale industry refers to
state-owned and non-state owned enterprises with
a sales revenue above 5 million Yuan.
